Finding FFmpeg for Windows
First things first, you need to get yourself a copy of FFmpeg for Windows that does not require compiling or other complex nonsense.

FFmpeg Tutorial

FFmpeg is a command-line tool meaning it should only be 'invoked' (that's 'started') from the command line.

From the 'Start' menu, choose 'All Programs' and then 'Accessories' and then 'Command Prompt'. You should now have a screen that looks like this...

So the command prompt is 'sitting' in the C drive of your computer, within the Documents and Settings folder, and within (in my case) the HP Administrator folder. Another word to describe this is your 'home' folder (or home directory).

Using the command line, enter the word 'dir' without the single quotes where the cursor is flashing patiently. Then hit enter

Move the ffmpeg.exe file into the HP Administrator Directory (Home Directory)

Now we are going to convert an FLV file to a WMV file.

Grab an FLV file from somewhere and put it in your home directory (HP Administrator folder). Let's say the FLV file is called movie.flv

To convert to WMV all you need to do is the following...

Using the command prompt type...

ffmpeg -i movie.flv movie.wmv

Note those are spaces between the ffmpeg and the -i, the -i and movie.flv, and the movie.flv and movie.wmv

The command line will kick into action, showing the progress of the conversion, and at the end you should have a WMV file in your home directory (HP Administrator folder)

If you wanted to convert an FLV file to AVI format you would simply type...

ffmpeg -i movie.flv movie.avi

To convert a MPG file to FLV you would type...

ffmpeg -i movie.mpg movie.flv

You may run into audio problems converting into FLV files if the source file is not one of three set audio sample rates. If you experience this problem include an extra command which specifies the output sample rate as follows...

ffmpeg -i movie.mpg -ar 22050 movie.flv

As far as command line programs go, ffmpeg couldn't be simpler. Just remember to always put your 'input' files into the home directory before trying to convert. The output files will also end up in your home directory (HP Administrator folder).

So if you want to save frame 4 (00:00:04) -ss 00:00:03 -t 00:00:01. Note: it is count from 00:00:00. Even you want to save one jpg, you still need to use %d for naming, it is strange that I grab one frame for one second, it will return two identical jpg files for me

What is a file format?
The way a computer or digital A/V device stores information — any kind of information — is through a series of 0's and 1's. Each 0 or 1 is known as a bit; a string of 8 bits makes up a unit of memory known as a byte. A file format is simply a specified way of arranging a given type of information into bytes.

Video compression
Video compression refers to reducing the quantity of data used to represent video images and is a straight forward combination of image compression and motion compensation.

Video quality
Most video compression is lossy, i.e. it operates on the premise that much of the data present before compression is not necessary for achieving good perceptual quality. For example, DVDs use a video coding standard called MPEG-2 that can compress ~2 hours of video data by 15 to 30 times while still producing a picture quality that is generally considered high quality for standard-definition video. Video compression, like data compression, is a tradeoff between disk space, video quality and the cost of hardware required to decompress the video in a reasonable time. However, if the video is overcompressed in a lossy manner, visible (and sometimes distracting) artifacts can appear.

Video compression typically operates on square-shaped groups of neighboring pixels, often called a macroblock. These pixel groups or blocks of pixels are compared from one frame to the next and the video compression codec (encode-decode scheme) sends only the differences within those blocks. This works extremely well if the video has no motion. A still frame of text, for example, can be repeated with very little transmitted data. In areas of video with more motion, more pixels change from one frame to the next. When more pixels change, the video compression scheme must send more data to keep up with the larger number of pixels that are changing. If the video content includes an explosion, flames, a flock of thousands of birds, or any other image with a great deal of high frequency detail, the quality will decrease, or the bitrate must be increased to render this added information with the same level of detail.

The programming provider has control over the amount of video compression applied to their video programming before it is sent to their distribution system. DVDs, Blu-ray discs, and HD-DVDs have video compression applied during their mastering process, though Blu-ray and HD-DVD have enough disc capacity that most compression applied in these formats is light when compared to such examples as most video streamed on the internet, or taken on a cellphone. Software used for storing video on hard drives or various optical disc formats will often have a lower image quality, although not in all cases. High bitrate video codecs with little or no compression exist for video post-production work, but create very large files and are thus almost never used for the distribution of finished videos. Once excessive lossy video compression compromises image quality, it is impossible to restore the image to its original quality.
